Installing DNS before promoting DC is not a compulsory requirement. you can easily do the DNS installation while the Promoting process. but make sure not to use other DNS servers like Bind, where you will face some Service record error. always stick with the Microsoft DNS as the Microsoft recommendation.

    Yes, it is necessary, if you are creating a newforest. If you are adding a domain to an existing forest you need to specify the dns in your network settings. ActiveDirectory uses DNS as a mechanism to specify DC's IPaddress to the rest of the machines in its domain.This is just one reason, why AD needs DNS.
