Hello Sgaur,
if you want to prevent users to be local administrators you cannot do this via group policy but you can do this with scripting. If then in the future you want to avoid users putting themselves into the local Administrators group you have to:
<ol>
Remove them from the Administrators group
Change local administrator’s Username (can be done via group policy) and password
</ol>

If I misunderstood your needs please let me know throught the comments.

Bye

    Hello, I'm not sure about what you mean. Do you want to avoid local administrators to logon to the computers or you want your users not being members of local admins? Please be more specific so I, or another peer on this site, can help you.

    We have WinXP clients on our Domain. They have been given different user level logins and are member of Domain users, on which Group policy is implemented. But they can anytime login as local administrator of their individual computers and have full control of those. We need to disable local administrator right by these users through Group policy or anyother Domain level control , instead of individually protecting the administrator login through password on individual computer of the domain.
