 Disable selected users ability to send and receive internet email
We are running Exchange server 2007. We have some users who are abusing the system and need to be restricted from sending or reciving internet email yet still be able to correspond with internal people. I have tried checking the require all senders are authenticated and that did not do the trick. I am having a terrible time find info for Exchange 2007 about how to do this.

You can create transport rules for this on the server with the hub transport role. Open the Exchange management console and go to servers and select hub transport. You have the choice then to create transport rules just like you create rules in outlook. Choose when mail is received from external senders and sent to specific people to silently drop the message. You have other options but I think that would be the most effective.
