I was able to get this to work, but thank you for responding. I was having a problem with my variable string, so I guess I should have done some more testing and step throughs before asking a question.

dir*.pdf – does that show pdf files

try this command
fsutil file setshortname test.txt 1 test~1.txt
http://ss64.com/nt/fsutil.html
check if a new test file is created
