Did you check the File security > user security and see what the ID states it is????

On the users machine do a FILE > SECURITY > USER SECURITY and check what Cert the ID thinks it is running..

Also if you used the certificate authority to Certifiy the ID check that the CA task is running and has completed the action (check admin4 etc)

First thing to check is that you used the correct Cert to certify the user. Because what you did would seem to be correct.

As for cross certify and certify YES there is a Huge difference. Certiy would be the correct thing for what you were trying to do.

Cross certify is to allow two different ORGs or OUs to talk to eachother. Normally across different companies etc.
