Call Manager is Cisco’s VoIP server platform, supporting it’s proprietary SCCP and insustry-standard SIP protocols. SIP licensing isn’t the default, nor the default setup for most of the installed base of Callmanager installations.

SIP is the more common protocol for non-Cisco implementations; and support for this is extended to more than just IP phones – VideoConferencing, for example.
