The DHCP scope is the range of IP addresses the the DCHP server has available. A DHCP score also has various settings which can set the DNS servers, WINS servers, Subnet, Default Gateway, among a variety of other settings.

The scopes configured in a DHCP Server are their field of action. The DHCP server which have several scopes, i.e. subnets/address ranges, is responsible to manage those addresses to the supplicant clients. Their roles, is a tough question to answer without any other info. Who "designed", configured or implemented them, is the only one that know why they were configured. If you inherited this Server and want to know a little more, please give us more details about its configuration or your doubts.
