Like meandyou said, it depends. What’s the need? What’s the turn around time? …etc. This is something only you and your team can determine. I can say that for most small dev shops (5-6 developers) I see there’s at least a couple of people dedicated to testing.

    I almost hate to say it, but it depends. It depends on the complexity of the application and how complete the testing. If regression testing is always a part of the testing (that is to test ALL components in every total test cycle) you may well have one tester to one developer. (This assumes that the tester is more than a "tester" but is a true Business Analyst.) I've also seen other places that force the BAs to support 3 (or even more) developers.
