Does anyone have a roadmap on how to install Oracle Forms and Reports Developer 11g on a Dell Workstation running a Windows 7 64-bit Operating System? I'm migrating from Oracle Forms 6i on a 32-bit XP system where every application is run in Client-Server. It seems that I need to download and install the Weblogic Server first, but I can't seem to get it to install. Then there is the question of what is the proper download for a 64-bit OS. Has anyone done this and perhaps has a step-by-step guide on how it's done?

You might want to contact some Oracle representative for this.
I did some googling but it is still unclear whether Forms 11g is certified to run on Win 7 64 bits or not.
If you have access to My Oracle Support (formerly metalink), take a look at Note 1112213.1, which says “The Forms / Reports Development environment of release 11.1.1.3+ (See Footnote (*) ) is supported on Windows 7 (64 bit) for single user only.”, but a couple lines below says “This certification is with Windows 7 in XP mode (32bit) only. To configure Windows 7 in XP mode, refer to http://www.microsoft.com/windows/virtual-pc/download.aspx (Select 32 bit system)“, so the doubt remains uncleared.
Someone from the Oracle forums posted the installation steps he followed to successfully install Forms 11g (and the weblogic server), but it was on Win XP sp3, so it might not be of much help.
