Does anyone have an actual policy (company or County) which addresses desktop shutdowns? Any type of policy scenario would be greatly appreciated.

    If you are not so comfortable, group policy (assuming policy meant GPO) you can use psexec to achieve this. Here you can write the targeted PCs in a .TXT file then run through this command. Batch file also works.

    It appears to me that the OP is looking for an example of a company policy (not active directory's GPO) regarding desktop shutdowns, which can probably be used as some kind of template to write their own policy.
