Deny delete permission problem

Hello I have a problem with the 2003 SBS server I am in charge of. If you can help, I'd be very grateful. So... I want to set deny delete permissions for individual files, not for folders. In all the tests I made, after setting the deny permission on a file any user(administrator or member of the users group) can still delete the file. As far as I know, deny permissions should take precedence, so once set no other set of permissions (inherited or not) should allow the user to delete. I have no clue why this is happening. If you have any ideas.... Thanx a lot.

By default when u apply user permission on specific file, It has Read, Read& Execute permission and it is not interherited. I apply the default setting it works.

    Got it. It's because of a hidden default permission. What I did is explicitly give users read, write and execute. After that they cannot delete the files anymore. Thank you very much.
