Q:
Dell PowerEdge 2800, 5 physical Maxtor's, 1 RAID 5. RAID controller or hdd failure?
An above mentioned server was taken out of storage after 3 years. (storage was proper - sealed packaging&moisture absorbers)

[strong][/strong]Does not start: 2 of 5 raid disks show "failed", both in RAID BIOS and LED's on the front panel.

I tried swapping 2 failed drives with 2 good ones in other slots. I got
all 5 occupied slots show green "ok" LED's. But, BIOS utility still
show same 2 slots as "failed".

So:

can it be RAID controller's fault? / i got 2 drives gone dead on shelf in airtight package? / i am missing something simple? / something else?

Software/Hardware used:
Dell PowerEdge 2800, LSI Logic PERC

Just because it was safely packaged doesn't mean that it wasn't mishandled or something hasn't come disconnected. There's a chance the system has lost its configuration due to a CMOS battery failure.
