If the message is in the Outbox, you should be able to delete it and then go to the Deleted folder and permanently delete it.
If you have done this and it has not worked, there is a good chance it is because you have the automatic send/recieve feature enabled. If you diabled that, Outlook won't automatically attempt to send it (making it temporarily inaccessible) then you should be able to delete it and delete it again and then re-enable the auto-send/recieve.
