Deleted locked folder on Mac

All throughout today, I've been trying to delete a locked folder on my Mac. Yes, I'm the administrator. Whenever I try, I get this message: The operation cannot be completed because the item 'X' is locked. I did try to delete it in the terminal but that didn't work either. I'm not sure what else I should try. Any help would be great.

    Try this one. Select the folder & press command and I keys together to see the Get info, if any. If it shows Locked, try to deselect it. Then again try to delete it. Also, try to drag the folder to the trash & select Secure empty trash. Now you also mentioned you tried through terminal, check either you followed the same, open terminal (as admin & change the location) and pass the command like, chflags nouchg folder_name & press enter key. Now again try to delete the same, rm -R folder_name.
