From time to time, users experience delays in receiving external emails. Email recipients outside the office will report, from time to time, that they receive emails days or weeks after such was sent by users inside our office. I like to troubleshoot, so if I could get some suggestions on where to look, what to look for, and how to fix this issue, it would be greatly appreciated.

This one may be out of your hands. If Exchange is unable to deliver an SMTP message it will retry at various intravals until the message is either delivered, or until a timeout threshold is reached and the message is said to be undeliverable. In either case, the problem can be caused by issues on the recipient’s mail server or by a routing or connectivity problem somewhere on the Internet or on the recipient’s network.

You can also go check the SMTP logs on your incoming mail server and see if any issues are being logged there.
