How can I define security policies for each OU in Windows server 2008using Active Directory?

You would need to use GP (Group Policy). Create a new GPO (Group Policy Object) for every different set of security settings you wish to apply. If i were you I would get over to technet.microsoft.com and read up on this as it is a HUGE topic that needs to be fully understood before bumbling ahead. If you get this wrong you can cause alot of issues for yourself.
