There is the DB2 personal edition that you can download from IBM at no cost. But it is a single user edition. There are enterprise editions that can be purchased from them.
Visual RPG comes with websphere. Allows RPG syntax to generate java and windows programs.

You could also try Bob Cozzi’s CodeStudio on <a href="http://www.rpgiv.com/" title="http://www.rpgiv.com/" target="_blank">http://www.rpgiv.com/</a>.
There was an article on the AS400times Web magazine listing
a few code generator or Seu-type programs. Also came across a shareware RPG SEU program.
