the most used language is ASP and its evolution ASP.NET so i suggest you starting from these points.
If you want to have a WYSIWYG database itnerface wizard you can consider using Microsoft Frontpage or Visual Studio that can help you through your learning.

the most easy (fast) language can access MDB files is visual basic 6.
so easy, in fact 12 years old kids are learning it in school.
you can download "learning version" from Microsoft's Web Site.
(can't create exe files)
you can figure out with in a day or so, how to work with microsoft db files (access files).
there is alot of information about vb6, because it is so common to 'play with'.
a simple search in google like- "how to vb6 mdb example" will produce many well suitable results.
