When an application has been outsourced, Don't the software developer need to share the database structure with the client prior to development

If the contract says so, then yes, otherwise, maybe not.
There are some technical details that clients might not want/need to know. Sometimes a high level architectural design may suffice.
But, whether it has to be shared with the client or not, depends on what has been agreed.
