    Hi, I would like to help out with the first part i.e. creating a database in Oracle 9.

    The below mentioned steps can help for sure: -

    1. Creating controfiles.
    2. Followed by creating system tablespace.
    3. Also system rollback segment needs to be created.
    4. Create data dictionary.
    5. The last and final step, set the timezone.

    There's a tool, kind of a wizard, to create databases on Oracle.  You don't need to create control files or other components of the database separately.  You will create them, for sure, but as part of a process, guided by the provided tool.
