I'm not sure there are any in laymen's terms, but the main page for the act can be found here: http://www.hmso.gov.uk/acts/acts1998/19980029.htm
It is fairly easy to read and is a far cry from legislation found in the US. If you will list your concerns and/or questions, maybe "we" can give you a little "non-legal advice".
