Who does data governance and management usually report to at the executive level?

We currently have a Data Governance and Management Director with responsibility for the maintenance of master data, monitoring data quality, governance rules for updating/changing and for administering those rules.  We are SAP based and the group has bounced around be IT, FI and Operations.

There is no standard reporting structure. Whatever your company has decided should be correct for them. There are many reasons for the flexibility of reporting structure.

In my opinion, Data Management and Management Director should have a dual reporting. Since he is responsible for the maintenance of master data of the organizational critical  database, the quality, integrity, and consistency matters most. In such a case, he should report to Director Quality Control & Audits. Because quality control is important. A small glitch in that could cause a severe loss of the organization’s reputation. Especially in financial and legal matters. There have to be regular audits and inbuilt strong control mechanism. The team will always be confident of their processes and procedures. That is why an external control and audit is necessary.
Moreover, the same team is also responsible for monitoring data quality, governance rules for updating/changing and for administering those rules, a parallel reporting must be assigned to the mainstream business applications. In this case, if it is SAP, then the reporting can be done to the CTO (Chief Technology Officer) of the business. In fact, I would recommend a third reporting to CISO (Chief Information Security Officer).

    I often see this person reporting to the CIO, CFO, and COO...sometimes even the CEO. It just depends on your needs. Ultimately, this role reports to the board of directors - at least indirectly - especially after a breach!

    As per Data Governance best practices, this Data governance manager should report to the executive sponsor evangelizing the data / information management within the company. Its almost imperative that this executive sponsor be from the business side (as opposed to IT side) for the success of this program. And this exec sponsor should be as high in the org as possible to drive this program to success.
