How to start a Data Center's Tech refresh in existing facility? Any high level pointers would be very helpful

Second but related questions - During tech refresh planning you find out about a delay in delivery of networking equipment, how do you deal with that?

Depending on when the last tech refresh occured you will probably need to start with a detailed inventroy of equipment. Break down the processors, memory and use for each server. List the models and purpose of all networking equipment.

Run counters to see where bottle necks lie. As necessary replace memory, processors and whole systems when it is cheaper.

If I found out about a delay in delivery of expensive equipment I would complain, complain, complain to the company, the manager of the company and then to the credit card company and anyone else who will listen until they over night the equipment to me free of charge.
