Our very rural area may become home to a fairly large data storage center. The location chosen by the center owner/operator would be on approximately 50 acres in a publicly owned commerce center. The entire commerce center is surrounded by a buffer area of mixed woods and meadows. A local community interest group wants very much to install a walking/cycling trail within the confines of the buffer zone. The proposed trail would be between 3-4 miles in total length and would encircle the entire commerce park. Such an amenity would serve both the public at large and the employees of business located in the commerce park.
My question is this: Is such a public access trail a security concern for the data center and/or its tenants? Could such a trail preclude a data storage center from locating in the commerce park?
