Crystal Reports deleting the line dynamically

I created a report, in which I have on the header address line.
for example.

Ammi Dep
92-11 22 Ave

Elmont, LI 11373

but some customer could have
Ammi Dep
92-11 22 Ave
Apt # 2A
Elmont NY 11373.

but what is happening right now is that when a customer doesnt have an apartment number then that lines stays blank.

So need to know the way, when a customer doesnt have a apartment number then , the city and State lines moves up so cover up the gap. So anyone can help me out here for the solutions.
