“Critical Error 3,0 – Unable to start the core engine, the application can not continue”

Hello I have ran into an error message to which I cannot find an answer for.I am trying to run my Poivy and I keep getting this error message: "Critical Error 3,0 - Unable to start the core engine, the application can not continue" I have been using this program for 3 years and have never had a problem. I have tried installing other voip applications and I continue to get this message. I have written to Poivy several times and I receive no answer. I have uninstalled and reinstalled the application.I have also ran ran a registry cleaner, done virus check, I have ran chkdsk and sfc and checked to see that my crytographic services are still running. It doesnt seem to matter what I do, I keep getting this error. Does anyone have any suggestions? Thanks so much for your help! Kind Regards, SM

Even am also facing the issue like

“Critical Error 3,0 – Unable to start the core engine, the application can not continue”.

May I know are you still facing the same issue or you could fix it.
Please let me know if you could fix it and how.
I searched in all net but couldn’t not get any resolution.
Please assist me.
