Is there an easy way to create an Outlook distribution list by identifying what employees to include in that list?

What is it you are trying to acheive exactly? Do you want a dynamic list based on certain criteria that automatically updates? This will need to be created by the Exchange administrator and is defintely possible depending on the size of the list as there is a limitation.
For personal lists for yourself within Outlook go into Outlook and into your contacts folder. Select to create a new contact group. Name it and choose “Add members”. Inside the add members window you can do an advanced find. If the criteria you want to use is an available field you can search using that criteria and add those members. There is not a way to make this list dynamic so it automatically updates like you can with the organizational distribution list.

    go into Contacts, click on Actions, click on New Distribution List, then click on select members.

    Our company has hundreds of distribution lists -- and that's the problem. We don't know which lists are accurate (there are three different lists for "All employees -- Latin America). We often need to send messages to all staff around the world. A single Global.Staff list (we are told by IT) would bring the network to its knees, so we rely on regional lists that are created by -- whoever. I don't want to rely on those lists. I'm hoping there's a way to create lists on the fly. My boss said they had this kind of system at his former employer. You query the system -- All Employees in Europe, for example -- and it creates an accurate list pulling from...active directory? I'm not sure.
