Creating an Exchange public folder with authentication
I am trying to create public folder on my Exchange Server that uses NTLM authentication. How would I go about doing this?

Were you able to accomplish this task? Would you share your solution if you have please? In a domain users have to authenticate before accessing anything on the network anyway so I was curious why you felt it necessary to add additional authentication to the public folder?

I think public folders use NTLM by default. What is telling you that NTLM is not working.
