Creating a PDF from a TIFF file!

I have a TIFF file in IFS directory and I want to crate a PDF from that TIFF file without any overlay (simple PDF). Please let me know if there is any way to create PDF without using any third party tools. Help is appreciated. I know we have some APIS and command provided with iSeries printing to crate PDFs but I don't have much knowledge about those. Please guide me. Thanks in advance! We have some utilities provided in mail but those convert a tiff file to a non searchable PDF. I'm looking for a searchable PDF!

    Are your .TIFFs already converted into searchable .TIFF format? Or are you looking to create searchable .TIFFs from basic images, then present those as .PDFs and have the .PDFs also be searchable over the .TIFF OCR data, essentially all in a single operation? -- Tom

    i'd like to creat a pdf from tiff vb.net, it is much simple and convinient. if you insist on doing without using this tool. you can make your own codes here.
