    One does not use a programming language to create a database (assuming you mean RDBMS type of database and just "a collection of data") C, C+, C#, or even ForTran will not create a database. One uses SQL as in "CREATE DATABASE ..." and "CREATE TABLESPACE ..." and CREATE TABLE and all of the other objects and the authorizations and this is best left to a DBA.

    On the contrary, you can create a database using C language. Oracle was (is??) written in C. I wouldn't go down this route though, unless you have to i.e. as a computer science student, as it is extremely complex (or it can be if you have to create one to support a working application). Is this a homework assignment?

    I believe you can create a btree type database with pretty much any language.

Since a database could be any collection of data, you could create not only 'btree' databases with pretty much any language, but that might not be what the OP meant. Unfortunately, there was no clarification. OTOH, this was most likely a homework assignment.
