There is no single way to create a database across the platforms.
For Microsoft Access you have to create a new mdb file which may not be possible without first doing so in Microsoft Accesss.
For MySQL, Sybase, Microsoft SQL, etc you will need to fire off the CREATE DATABASE Command with the correct parameters for that platform.
Oracle doesn’t have the concept of a database. Each instance of Oracle is its own database, so to create a new database you have to install another instance. You can create a new Schema and user but that’s about the closest thing you can do.
