Create Bulk Public folders in exchange that are mail enabled

I need to create 3000 + public folder in exchange 2003. I would like these folders to be mail enabled and I am looking for a way to created this in bulk. Any suggestions?

What for?!!!
Public Folders are to be created for publishing public files that privileged users are able to read such as company policy booklet /Rules and so on!!
Are you trying to create public folders for your respective users? each one has to be assigned the access rights or at least give domain users that privilege
Can you elaborate more

    We are an engineering and have 3000 + projects. I would like to setup a public folder for each project number.

    Not that I would ever suggest that Exchange is not up to the task you are creating, but I think that you should investigate using something like SharePoint or other similar portal-type solution. 3000 public folders is going to create an enormous amount of management that is better handled in a document store type program rather than Exchange. Coupled with the emphasis Microsoft is placing on having public folders phase out of your life, the lack of OWA support for public folders in E2k7, and the need to restrict email retention for legal purposes, a portal or document management system makes much more sense. Yes, it will cost extra, but the backside costs can easily be justified in increased productivity and reduced administrative time. Contact me offline if you need "official" assistance. -John
