You need a “/” before QSYS.

Example:
CPYTOSTMF FROMMBR(‘/qsys.lib/qtemp.lib/MSGA62W1.file/m001.mbr’)

From the HELP Text:
1. The database-member-path-name must be of the form
name.object-type. For example,
/QSYS.LIB/LIBA.LIB/FILEA.FILE/MBRA.MBR is the form required by
the QSYS.LIB file system.

    I have the same problem but only with some users. It was solved with your recommendation but I would like to understand why it is not always necessary. Do you know the reason?

    In general, it would not be necessary if the current directory path for the process correctly supplied the necessary beginning characters. A better reply might be possible if a specific case was given.

    8 years ago, this probably made sense but I cannot tell you why it's need for some and not for others.  Obviously something in their profile is different.
