Great Question. Licensing a Virtual Machine depends on how many VMs you want to run on that system. If you assign a Windows Server 2008 Enterprise Edition license to the system, you can run up to 4 VMs for each license assigned (so 2 licenses would allow 8 VMs). With Windows Server 2008 Datacenter, you can run unlimited numbers of VMs, and it is licensed per socket on the machine. ::
