Copy books can be used to store any lines of code that need to be available for multiple programs.  A change in the copy book goes into effect when a specific program is recompiled.

Service Programs contain exported modules that are available to multiple programs.  Changes to the service program is available to all programs the first time that the service program is loaded after it's changed and compiled.
