connect HP storageworks ultrium 960 to AS400

Storage, SCSI controllers, AS/400

I have an AS/400 mod720 with a 2729 scsi card, currently there is a GST AIT tape drive configured as a 3570, This drive is undependable, we have an HP storageworks ultrium 960 from a system no longer being used.
all of the documentation I could find on ibm website indicate this should work.
but it does not.
I try different scsi address but the unit will not autoconfig; this system just will not recognize it.
When I manually configure the tape drive it will not vary on; device not found
HP website talks about a host bus adapter.
Is an hba (HP) and a scsi magnetic media controller (IBM) the same. Also i am not sure what type of device the tape drive should be configured as 3570 or 3580.
Can someone get me on the right path HP was no help and we don't have a hardware contract with IBM.
