Tier 0 is what EMC (and others) are calling Enterprise Flash Drives when you put them into a SAN. To see if your SAN supports EFDs you'll need to contact your SAN vendor. Only the newest SANs do (EMC CX4, DMX4, etc).

Short answer, yes, long answer, it depends. You could conceivably create your own tier 0 and set it loose on your SAN.
