 Configuration Management tool
Is anyone aware of a configuration management tool that allows tracking and management of all resources (hardware, software, people, budget and schedules etc) associated with an application?

Ideally this would cover both open systems (Linux, MS etc) and Mainframe ZoS.

For example, a new project may require part cloning of an existing environment for testing, with certain hardware being reused or shared and a mix of new and existing data to be identified and used for the build. If all the information related to the application was captured in a database (I appreciate the enormity of getting to that stage) then sure it could be extracted and used to establish what is required.

Microsoft Project can do some of this. Microsoft has the Project Management Server and Enterprise Project Management solution that might fit your requirements. There are likely bolt-ons that extend the functionality if the native products do not meet your needs.
