 conditional formatting in crystal reports 8.5

I have a field that is the result of a runtime calculation that i've formatted as a percentage. when the value is > 1, i want it to show as n%. when the value is zero, i want it to show as -. i've got the customized format to work as long as the value is > 0, but it shows as "-%'rather than - when the value is 0.
