I am guessing you really mean to “defragment” the drive, not fragment it, yes?

Was this working previously and now does not work? Has anything on your system changed since the problem began or are these new drives? If this worked previously can you do a system restore to the time it was working? Do they show in safe mode? Is this a machine on a domain or your home pc?

The OS needs aditional disk space to defragment the disk. If not enough disk espace is available, the deframentation cannot be done.
That is the complete message you are getting ‘the disk cannot be defragmented’ ??
