 Computer is not accessible from the network, but the computer can access the network and internet.
We have a computer on our network. This computer can access all of our network resources, but other computers on the network can not access this computer. This is what I have done to test: -Used BartPE to verify that there is no hardware issue, works fine when running BartPE -Does NOT work in Safe Mode with networking, so there is a problem with windows somewhere. -Windows firewall settings can not be opened because the windows firewall and ics service is disabled (i found this odd) I do not wish to resort to an OS reinstall.

You may not be able to change firewall settings if you do not have administrative rights to the computer or there is GPO preventing these changes. I really suspect that the Windows firewall or another firewall may be blocking access to this host. Can you even ping this host from other hosts?
