Also, if you already know the IP address of the website you are trying to hit, you can enter that in the URL line (you had mentioned that you could ping the website address) example: if you enter 87.248.113.14 in the URL line you will connect with the <a href="http://Yahoo.com" title="http://Yahoo. " target="_blank">Yahoo.com</a> website. Directly entering the IP address bypasses the need to go through a DNS server.
This may not solve the root problem, but it should get you web access.
