What's the command that needs to be entered to open a local backdoor (server mode) which listens on Port 2380 for incoming connections

I’m going to go out of my way and assume this is for good instead of bad.

Two possibles are telnet and netcat.  While telnet is ancient and sends data over clear text, netcat is a bit more advanced.
