To add another volume to a cluster, present the volume to the cluster. On the node which is the active node rescan the scsi buss in computer management, or diskpart. Create the partition and format it. Go to the passive machine and rescan the scsi buss. Do nothing else with the drive on the passive machine. Then add it as a resource to the cluster. Fail the cluster back and forth to ensure that it starts the volume on both nodes correctly.
