Scan for viruses and/or increase the size of the registry.
One of your published apps may also be causing this.
To increase the maximum size of your Registry when using WinNT, open the System Properties dialog box in the Control Panel (click Start, Settings, and Control Panel, then double-click the System icon). Click the Performance tab, then click the Change button in the Virtual Memory section. The Maximum Registry Size (MB) field is at the very bottom of the dialog box. You shouldn?t have to increase it too much to make enough room for new Registry entries. Add about 5MB to 10MB to the current setting and enter the new number in the Maximum Registry Size (MB) field. Click OK and restart your system when Windows prompts you to do so.
Hope this helps.

thanks for the reply should have mentioned we have tried increasing the size of the reg. and still get the error, run virus check constantly and even ran a couple of root kit checkers. I will have to follow the published app route, any more ideas would be great.

Maybe try to increase the pagefile top and bottom to RAM + 1/2. This assumes you have a static pagefile already configured.
On a server running CITRIX, I believe there should be a partition devoted exclusively to the pagefile.
