 Cisco Video Conferencing overbooking

Okay so I have a huge issue in my company right now. We have ordered quite a few massive teleprescence rooms from cisco and they are a huge hit. The problem is that since we are offering it to our business units for free initially they are overbooking the rooms which means that they sit idol for hours on end. These rooms cost massive amounts of money and we want full use out of them. What solutions have other companies come up with for this dillemna?
