Cisco IP phone issue

We are on the CUCM 6.1 - I have a phone where the vm light and prompt is not working. I don't believe it's the phone because I rebuilt a new phone and am getting the same issue. The other phones at her office do have this issue and each one is setup the same. Is there something outside of the phone setup causing this? I have the Visual Message Waiting Indicator Policy set to "use system policy" and even tried setting this to light and prompt which still did not work. Any idea's?

Do you have a mix of analog and VOIP phones in the environment?

I know I had some weird VM light problems when the wrong "switch" type was selected on the voicemail server for that phone (we were using Unity messaging). As soon as I switched it from the "analog" switch on the VM server to the voip "switch", it fixed the problem with the light.

Don't know if this will help or not but that's the problem I ran into.

If you manually dial the number for MWI on and MWI off does it turn on and off?
