Cisco Call Manager services issue

Hi, I have one issue with Cisco Call Manager 4.1. my old registered IP phones are working fine, but when I register any new phone, the phone is not receiving Service URL, Messages URL, Directories URL. When I check conf file on call manager it's contains all URLs, but in IP phone network settings it's show blank. Please help me in this. Thanks
