Yes, once time-zone capability became enabled, QUTCOFFSET became dependent on time zone. The two cannot be allowed to contradict. So, if QUTCOFFSET should be different, change it by setting the appropriate time zone.

I have found tgh answer – wrktimzon – and then change our system value to the time zone we wnat.
