Changing your public IP address

Alright, so I've searched almost everywhere for this but have come up empty handed. I have read that turning off your router for a certain period of time changes the IP of routers with dynamic IPs, but what about static? Is it possible? I was in a party on PS4 and an old friend of mine joined the party and pulled my IP along with my friends'. And he then DOSed me. I have a dynamic IP so I'm keeping mine off over night in hopes it will change, but I'm not sure if my friends' IPs are dynamic or static, so I'd rather get an answer either way.

Why did your friend DOS you is my question, was it accidental? If so contact him and let him know you are blocked. Most home users will have dynamic IP’s you pay a premium for a static one. Rebooting the modem and router should assign a new IP address.

    You mentioned he is your friend. So why did not you ask him the same question? This is an easy way to know. Or request him to open this link (https://www.whatismyip.com/) on his computer in a browser like Firefox/IE, and check the IP address & note it down. Next shut down his router and restart it again. After that again open this link in a browser & check the IP address is same as it shown just a while ago. If it is same it is a static IP else it is a dynamic IP.

    Moreover checking IP address can be checked through command line also. In that case, you can open command prompt (CMD) and then pass the command as, ipconfig/all and then press enter key.
